（中央社記者唐佩君台北9日電）外交部表示，針對北韓漠視聯合國安理會決議及不顧國際勸阻，在今天上午進行第5次核試，中華民國政府對此挑釁行為表達嚴正譴責及關切。
外交部晚間發布新聞稿表示，北韓繼今年1月6日在咸鏡北道吉州郡豐溪里進行第4次核試後，今天上午9時30分（台北時間上午8時30分）又在同一地區進行第5次核試。
中華民國政府對北韓當局漠視聯合國安理會第1718、1874、2087、2094及2270號等5項決議，以及不顧國際社會勸阻，再度肆行核試表達嚴正譴責及關切。
外交部強調，中華民國政府一貫採取支持區域非核化立場，因此鄭重呼籲北韓當局，確實遵守聯合國安理會相關決議，立即停止任何損及區域安全舉措。
中華民國政府重申支持有關各方以和平對話方式解決韓半島問題，共同維護韓半島及東亞區域和平與穩定。1050909

兩岸共同市場基金會董事長詹火生7日率多位台灣專家學者，赴北京清大台研院交流，多位台灣學者建議，在當前兩岸政治低潮情況下，應嘗試政經分離，民間先行，透過經濟上的突破，進而為兩岸互信創造條件，否則如果兩岸互動陷入惡性循環，恐變成「兄弟登山，各自扯後腿」。
淡江大學大陸研究所所長張五岳7日在「一帶一路與兩岸關係」座談會上表示，大陸過去常強調勿因政治分歧影響兩岸正常經貿交流，但究竟這只代表陸方的短期政策，還是中長期思維？他指出，台灣有兩種思路，一種是先求兩岸經貿正常化，再來談台灣對外國際經貿和國際空間，馬政府時期即走此道路，然而因過程太漫長，政治因素造成緩不濟急，使得台灣社會出現疑慮。
另一種思路則是從世界走向兩岸，也是目前民進黨政府的思維，張五岳表示，當政治環境發生變化，台灣就會很辛苦，他強調兩種方式都無法一步到位，應該透過辯證的方式相輔相成，而不是像現在惡性循環。
他舉例，兩岸關係不好，新南向就不會好，新南向不好，兩岸關係又更不好，不但兄弟登山無法各自努力，還造成各自扯後腿。
兩岸共同市場基金會董事長詹火生指出，一帶一路若只談經濟面，在技術、產業上，或許有合作空間，但因雙方可能的期待不同，當溢出經濟合作領域，就會有其他變數；他也提到，一帶一路、新南向政策也有可能與南海問題掛勾，一旦如此，只會讓問題更複雜。
兩岸共同市場基金會執行長陳德昇指出，大陸對於台灣的國際經貿參與，是否能有「解放思想」的可能？若大陸能引領台灣經濟或台企參與國際活動，對於爭取台灣產業界乃至年輕世代，都將會有積極作用。
政大經濟系教授莊奕琦也指出，目前兩岸政治處於低潮期，若從經濟上能有亮點突破，或許有利於兩岸互信建立，也不失為一個發展的可行途徑。
